For the successful development of a country, a government should focus itsbudget more on young children's education rather than on universities.


高分范文:

As the cradle of learning, schools play a central role in cultivating the new generation of a country's economic development. Thus, it's important that a sound educational system be established and well-maintained. Such a system encompasses different components, including preschool education, basic education, higher education and continuing education. With regard to budget allocation, some people advocate that more support should be given to young children's education rather than to universities. Personally I agree with this notion.

The education a person receives in childhood is the foundation of his future academic and career life. If the foundation of a skyscraper is unstable, how could it endure the overwhelming weight and height of its superstructure? A poorly-educated child will never have a promising tomorrow. It is during these critical early years of learning that a child's potential begins to show and their learningstructure is established. Neglect on the part of the government, schools and parents could lead to severe consequences. Children's education requires the combined efforts of an entire society. In China, for instance, the nine-year compulsory education policy has been implemented for decades. All primary and high schools have an obligation to offer free education to young children around the country. It further testifies to the importance of young children's education as the foundation of a society, with far-reaching benefits.

Secondly, young children's education demands higher expenditures than university education. To illustrate, the number of young children who receive education far outweighs that of university students. ccordingly, more kindergartens and primary schools ought to be set up to meet increasing needs. In addition, the techniques and methods in teaching children are more complex than those adopted to teach adult students. Thus, the teaching team needs to be strong and to have more diversified teaching tools and advanced facilities. On the other hand, there are still a large number of families living in poverty-strickenareas. Children in these districts deserve equal opportunities for an education. It is the inescapable responsibility of the government to raise funds and offer financial assistance to them. The prestigious Hope Project initiated by China Youth Development Foundation and Youth League Central Committee is just one example. So far this project has financed millions of poor ruralstudents.

As for universities, their financial burdens are lighter. The comparatively higher tuition fees have added to the revenue. Meanwhile, university education is optional rather than compulsory and the size of student enrollment is much smaller. Besides, due to their potential profits, many major programs and research projects conducted in the institutions of higher learning are also attracting sorshipfromenterprises and other organizations.

Therefore, in spite of the fact that both basic education and higher education are indispensable parts of the entire education system, they should be considered individually by the government regarding financial support. Taking into account the financial resources of most universities, along with the greater learning demands of young children, it iseasy to conclude that a larger budget be allocated to young children's education than to universities.

童年时期接受的教育是一个人未来学术与职业生涯的基础。如果一座大厦的地基不牢固,它如何能承受上层建筑那难以抗拒的重量和高度呢?缺乏良好教育的儿童是不会拥有光明前途的。孩子的潜力正是在这段重要的早期学习时光中开始显现的,其知识框架也是在此时建立起来的。若政府、学校和家长忽视青少年教育的话,也许会导致严重的后果。儿童教育需要整个社会共同的努力。例如,九年义务教育政策已经在中国施行了几十年。全国所有的小学和中学都有义务给孩子们提供免费的教育。这进一步证明了青少年教育作为社会基础的重要性以及其长远的收益。

第二,青少年教育的开支要高于大学教育。具体来说,受教育青少年的人数远远超过大学生,于是,要建立更多的幼儿园和小学以满足日益增长的需求。此外,针对儿童的教学技巧和教学方法比针对成人学生的更复杂,因此教育队伍要足够强大,并且还需配备更多种类的教学工具及先进的设备。另一方面,仍然有很多家庭生活在贫困地区。那里的孩子们理应得到平等的受教育机会。在筹集资金和提供经济援助方面,政府有不可推卸的责任。由中国青少年发展基金会与共青团中央委员会共同发起的“希望工程”就是一个典型样例。迄今为止这个“工程”已经资助了数以百万的贫困农村学生。

对于大学来说,其财政负担相对较轻。相对较高的学费也增加了大学的收入。同时,大学教育是选择性教育并不是义务教育,因此学生录取规模较小。另外,由于拥有潜在的利润,很多在高校内开展的重点研究项目也吸引着企业和其他组织的资助。

因此,尽管基础教育和高等教育都是整个教育体系中不可或缺的组成部分,但就财政资助来说,政府应当对其分别对待。考虑到大部分高校的财政来源以及青少年对受教育的较大需求,不难看出,政府应当将更多的预算拨给青少年教育。
