  Urban transportation has always been a focused concern of governments. The overwhelming pressure on the major streets in rush hours causes an undesirable waste of time and energy. Being stuck in the long queues of vehicles seems to be a common encounter by city dwellers every day. Faced with such a cruel reality, governments ought to adopt effective measures to eliminate the unnecessary frustrations and wastes incurred by traffic jams. Honestly speaking, it might be an efficient choice for drivers to pay a certain amount of fees in order to be permitted to drive during busy traffic time.

  Obviously, this measure is destined to help reduce car use at peak times. For fear of being fined or losing money, people may deliberately avoid driving to work. Paying fees proves to be the most effective way to manipulate people's personal behavior in public, as it is in line with people's general psychological state. Such an adoption is actuallynot unique to a single nation. Similar versions of this move have been enacted in numerous regions and countries and have produced good results. For instance, traffic jam fees were introduced in Singapore in 1975. Since then, Sweden, Britain, Norway, Italy, Portugal and China have followed suit. According to the statistics conducted by the authority, these fees could bring traffic volumes down by between 10 to 20 percent, and increase the speed of traffic flow by up to 20 percent.

  In addition, this measure will help raise more capital for the city's infrastructure construction. An advanced public transportation systemis crucial to a city's overall development and the quality of life of its inhabitants. Making use of the fees to upgrade the broad network of urban mass transportation is a wise choice on the part of the government. More super highways ought to be built to ease worsening traffic and more overpasses should be erected. There is already a greater demand to enlarge the scale of subway lines and increase the number of bus routes. All these projects will consume a large amount of money. Thus, to some extent, charging fees eases these heavy financialburdens.

  As a matter of fact, in order to maintain agreeable traffic conditions, there are many other effective actions to be taken without delay. All citizens should join hands with the government to combat traffic troubles. To illustrate, cutting down the citizens' expenditure on bus and subway travels might be one stimulus to change people's habit of driving cars to work during weekdays. Another way is to persuade companies to change their working hours, so that people will return home after work at different times, thereby reducing traffic pressure over certain periods.

  In general, the improvement of traffic conditions depends on unified contributions from the government and the masses as a whole. Effective proposals ought to be supported by the public. Concerning all the merits indicated in the previous paragraphs, it is self-evident that charging traffic jam fees helps ease the general burden of transportation during busy hours.
