托福独立写作机经

Many governments try to improve transportation in their countries. Which of the following do you think is a better way for a government to improve transportation, and why?

· Helping people own and use private vehicles, such as cars, by offering low-interest loans, keeping gasoline (petrol) prices low, and building better roads

· Improving public transportation by modernizing trains and buses, lowering ticket prices (fares), and expanding public transportation routes

托福独立写作机经范文

Inevitably, a country with convenient transportation plays a fundamental role in inhabitants’ daily life. Although some people think that the government had better take measures to help people with their private vehicles, I hold the notion that investing in public transportation can bring a large number of benefits.

To begin with, it is universally acknowledged that the government that is willing to improve public transportation is capable of solving the problem of traffic congestion. Obviously, the main reason is that when the government takes some effective measure, such as developing bus and subway lines, to improve public transportation, a growing number of citizens will choose to travel on public transportation, which means that the number of cars on the road will decrease dramatically during peak hours. Therefore, based on measures taken by the government to improve the public transportation, traffic congestion can be eased effectively. However, once the government pays more attention to helping people use private vehicles, the government will lose a valuable opportunity to deal with the issue of traffic congestion, due to the fact that a huge number of cars will flood into the road, causing the traffic even worse than before. The story happening to my city could perfectly prove the statement mentioned above. The government decided to use revenues to improve public transportation, including buses, trains, and subways, making a great contribution to solving the problem of traffic congestion. To be more specific, when the subway and train fares were lowered and more routes were provided for people to choose, citizens were attracted to travel on public transportation instead of driving a car. Consequently, traffic congestion which had been a serious issue in my city was eased thanks to the improvement in public transportation carried out by the government. However, in my friend’s city, the government invested more money in helping citizens buy private cars, leading to the fact that the traffic congestion problem still confronted the city, owing to the fact that the number of cars surged in a short time. Thus, the government can ease traffic jams by improving public transportation.

In addition, it is widely accepted that the government that is willing to improve public transportation is capable of bringing more convenience to senior citizens and other people who can’t drive. Apparently, the primary reason is that when the government concentrates on improving public transportation, many people who don’t know how to drive can make full use of the expanded routes to reach a variety of places, meaning that they can travel to many places where they can’t reach before. Thus, benefiting from the improved public transportation, the elderly and many other citizens may feel very convenient to travel farther than before. However, once the government encourages people to own a private vehicle, it will lose a precious chance to bring convenience to senior citizens and those who don’t have a driving license, owing to the fact that it is difficult for them to leave their neighborhood because they can’t drive and don’t have access to convenient public transportation. Take my city as an example. Last year, the government of my city implemented a policy that ten new bus lines would be developed, which was welcomed by many elderly people since it brought convenience to them. Specifically, the new bus lines could allow those who didn’t know how to drive to go to where they wanted to go, such as going to a large hospital which was located in another town. However, my friend’s city didn’t spend money improving public transportation; rather, it invested in helping people own a private car, resulting to the fact that elderly people in the city couldn’t travel long distances, owing to the fact that they didn’t know how to drive a car. Thus, the government can help senior citizens and other people who can’t drive reach more places by improving public transportation.

To put everything in a nutshell, I believe that the government should improve public transportation because it can not only help ease traffic congestion but also bring more convenience to senior citizens and other people who can’t drive.
