　　In other words, could a few discontented individuals and by that he meant those who led the southern rebellion, could they arbitrarily break up the government and put an end to free government on earth? 　　换句话说就是，那几个心怀不满从而领导南方叛乱的人，能否随意分裂和结束自由政府的问题?唯一能让政府存活的办法就是镇压叛乱。当时，他希望战争不会持续很长，并且能永久地把奴隶主们镇压下去。但是他低估了战争的难度。这场战争比任何美国人想象的都要难，主要是因为北方不能光靠武力来瓦解南方的意志。但是林肯重新燃起了北方争取民主的热情。他们把这场战争当作对南方的一场民主运动。
